To enable your new dictionary add to your
/usr/local/etc/dictd/conf the lines
database romdict { data "/usr/local/lib/dict/eng-rom.dict.dz"
		   index "/usr/local/lib/dict/eng-rom.index" }
and run:
/usr/local/etc/rc.d/dictd.sh restart
