* Find a dictionary of words tagged with parts of speech, and make
  it possible to generate passphrases that are syntactical sentences.
  This is fairly easily done for Esperanto.

* Support passphrases in the user's language even if PPGEN_DICTS
  isn't set.  I don't know how to query the locale package for the
  language, though.
