Instructions:

- remove Wno-unused in configure.user
- uncomment build_shared_libs=no in configure.user

- changes to build Tru64 UNIX successfully
- changes autoconf script to add MPI module

- cannot build shared library (.so)
- MPI module still in development
- plove not working on Tru64
