- Tidy up ISO 3166 Tables

- Add man pages documenting them.

(1) Perl code incorrectly refers to Locale::Currency module.
(2) Add the following:
	all_subdivision_codes (code)
	all_subdivision_names (code)

That parse the ISO 3166-2 files

- Ensure compatability with language / territory names in GLIBC Locales
  files.

- KDE:
	desktop.po file contains such information
	entry.desktop has redundant language name information

- Add entries for "ven" (Venda); no iso-639-1 code exists, but used in kde.
