Usage: CDCC LIMIT limit [queue limit]
  Sets max number of active dccs

  This is valid for for CDCC SEND, CDCC RESEND and when people request
  offered files from you. You can get arround this by using DCC SEND.
  Queue number is used to set limit for queue. Setting it to zero allows
  for unlimited queue size.
